Updated 10 October 2026. Australia’s October migration news covers several different developments: application rules already in force, a temporary provider-transfer restriction and measures still being developed. This overview helps international students identify which issue affects their plan before making a financial or travel commitment.
Current rules and measures still in development
| Topic | Position on 10 October | What to check |
|---|---|---|
| New onshore Student visa applications | Rules changed from 2 October | Current visa, application date and exceptions |
| Changing education providers | Temporary 12-month principal-course restriction | Course history, release and visa consequences |
| Family inclusion | New restrictions and exceptions | Each family member’s position and transition rules |
| Student visa Transfer stream | Details under development | Official implementation before relying on it |
Distinguish a new application from your current visa
The 2026 application reforms change the circumstances in which a further Student visa can be sought onshore. They do not automatically cancel an existing grant. Anyone planning further study needs to establish whether an offshore application is required or an exception could apply.
A Working Holiday Maker considering a new Student visa faces a different assessment from an existing student completing a course. Avoid treating all temporary visa holders as though they have the same options.
Assess family plans before committing
New restrictions, exceptions and transitional arrangements affect including family members. The official Study Australia update explains the overall changes. Previous application dates, each person’s visa position and the student’s category can matter.
Before booking courses, housing and flights for a family, organise the relevant documents and obtain an individual assessment. Do not infer that an exception for specified nationalities or scholarship categories applies to every applicant.
Provider transfers are a separate decision
ASQA’s transfer guidance describes the temporary 12-month restricted period for a principal course, operating from 2 October 2026 through 30 June 2027, with specified release arrangements. Academic approval does not by itself settle refunds, contracts or visa compliance.
The government has also announced that details of a Student visa Transfer stream are being developed. Do not present an unfinished policy as an application pathway already available with settled procedures.
A practical decision checklist
- Identify your current subclass and expiry date.
- State the objective: finish, progress, transfer or begin a course.
- Gather CoEs and relevant family documents.
- Classify each news item as an active rule, future measure or political proposal.
- Verify requirements and costs before making commitments.
Is every recent announcement law? No. Political plans and measures under development need to be distinguished from implemented requirements. Can an older video answer my question? It may provide background, but should not replace checking current official information. Does this overview determine my eligibility? No; the rules need to be applied to your circumstances.
