Working Holiday to Student visa: applying offshore in 2026

Australia
Updated 10 October 2026. From 2 October 2026, holders of Working Holiday subclass 417 and Work and Holiday subclass 462 visas cannot lodge a new Student visa application while in Australia. An application must be made offshore and, where this requirement applies, the applicant must also be outside Australia when the visa is granted.
Studying after a working holiday may still be an option, but it requires a new assessment and careful planning. Buying a course does not remove the location requirement or guarantee the outcome of a visa application.
Check the application date and official rules
The relevant instrument is LIN 26/102. The government also explains the changes in its Study Australia update. Applications made before 2 October 2026 continue under the rules applicable when lodged. A friend’s earlier onshore application is therefore not a reliable model for a new one.
Build the study plan before booking travel
Compare course content, qualification level, entry requirements, English evidence and intake dates. The education choice should have a clear purpose in your academic or professional development. Admission and a Confirmation of Enrolment are not substitutes for meeting the visa criteria.
Map four dates: your current visa expiry, planned departure, possible application date and course commencement. Allow for requests for further information or a deferred intake. Processing times do not provide a guaranteed return date for a short trip.
Must you apply from your home country?
The requirement discussed here is to be outside Australia. That does not automatically mean every applicant must physically return to their country of citizenship. If considering a third country, check lawful entry and stay, access to documents and the requirements of the application. Make sure the plan remains viable if the decision takes longer than expected.
Do not assume that briefly departing and then returning on another visa resolves the requirement to be offshore at grant. Have your circumstances assessed before arranging a return journey.
Budget for the period outside Australia
- Travel and accommodation during the offshore period.
- Tuition, insurance, application charges and required documentation.
- Ongoing rent or other commitments in Australia.
- A buffer for a different intake or additional administrative steps.
Do not rely on Australian employment income during an overseas stay. Confirm the provider’s deferral and refund terms in writing before making non-refundable payments.
Common questions
Can enrolment make an onshore application valid? It does not remove the restriction applying to a 417 or 462 holder. Does an offshore application give me a bridging visa to stay in Australia? Do not rely on that as a lawful-stay strategy. Is moving to a Student visa automatic? No: the new application has its own requirements and is assessed separately.
